The pain you describe could be attributed to a dental source or a sinus condition. Many of the nerves in the floor and walls of the sinuses are shared with the same nerves that give sensation to the teeth. "Cheekbone" pain and pain under the lip can be from inflammation or infection in either if those two locations. Sinus infections often give nasal drainage, pressure in the face or sinus, & pain. Fever is rare, and nasal congestion is variable. Dental problems usually just give pain or sensitivity. I have seen many a dental abscess that were missed by plain dental X-rays at a dentist's office, so being assured that your teeth are "fine" does not always rule them out as a source of pain. Regardless of whether or not you have a sinus or dental problem, decongestants are not likely to help much. Since you have already seen your dentist, I would recommend talking with your PCP or an ENT about getting a sinus x-ray or CT to truly identify the source of your discomfort.

Painful symptoms from the area described can be referred from either a dental or sinus problem. Make sure your dentist performed a thorough diagnostic evaluation, including panoramic and PA (periapical radiographs) in addition to EPT (electronic pulp testing) and a complete clinical examination. If all are negative, further evaluation by and ENT surgeon would be indicated to evaluate the sinuses for disease.

Additional tests and radiographs are recommended to make a differential diagnosis between sinusitis or acute pulpitis.A visit to an Endodontist and or E.N.T are recommended .

You may need xrays and a diagnostic testing of each tooth in the area. Yes it may be your sinus,or allergies but it may also be one of your teeth. Have this looked at by your dentist, including pressing on, percussing and tapping all teeth in the area and note if you feel pain on any particular one. Dr Barry Jason
A Cone Beam 3-D scan is the best way to see everything you need to get the proper diagnosis and treatment. Many Oral Surgeons and Endodontists have a Kodak (or similar) machine that will render an incredible series of views. Maybe ENT, Oral Surgeon or Endodontist will be your destination and the scan will help when the x-ray does not.
The nice part is that a copy can be provided to you and you can take it with you if you need to go to another office.

Sounds like sinusitis which can be due to allergic viral or bacterial origin. If it is caused by the latter of these three you will likely need an antibiotic to rid yourself of it as phenylephrine is for treating the symptoms not the cause of a bacterial sinusitis. Best to check with your primary care practitioner.
