Help for eczema(non steroid)?

I have developed what I consider a permenant flare of my eczema on both my feet. It's been about a year and with no relief. I visited a dermatologist in December 2015 who prescribed a steroid cream which was supposed to help clear up the rashes. Unfortunately, I had a severe allergic reaction to the steroid. I was covered in hives for six weeks, which caused actual scarring all over my abdomen, arms, and legs. No lotion product seems to help. It is also extremely painful.

The reaction you got after using steroids, might be that your body was trying to fight some sort of infection (thus, the inflammation), steroids suppressed the inflammation and so the infection was allowed to grow strong during that time. I suggest you get a KOH or skin biopsy from a doctor, that should help you find an accurate answer.
