A baby should be putting two word ideas together by two years of age. If not, it requires evaluation. Many children have speech delay without any other problems but by that age speech should really be coming along more. I agree this needs an evaluation as well. See your pediatrician for this and get more evaluation.
Your child will need a hearing and speech evaluation. Your pediatrician can give you questionnaires like MCHAT or ASQ to assess your child's communication level and perhaps the need to start speech therapy.
