I am not really clear on what you mean by "pulling tendons" so I cannot say if it is good or bad. To simply gently move them from side to side a little probably does no harm. Stretching exercises before and after exercise is actually a good thing for tendons. Doing something involving aggressive unnatural motions with the tendons or obsessive behavior could be bad for you. Start by asking your parents or a physical education teacher and show them what you are doing. If you are having pain or weakness, then see a podiatrist.
Your foot provides weight bearing support for your entire body. If you consider that, then difficulty of the foot to maintain stability is an important problem to correct.
