A bulging vein in the foot is probably not an immediate threat to you but it could indicate another problem that may be more serious. Think of a bulging vein like a water balloon. It stretches because of pressure. Could you have worn a sock or shoe that is too tight? Could you be getting a varicose vein in your leg that is causing more pressure than normal in your foot? Could you have bumped it and caused it to swell? I would think that it is acceptable to watch it for a few days, certainly not more than five days, and see if it goes down. If not, you should see a doctor for a more thorough evaluation. You might want to try warm compresses on top of the swollen vein while you are watching it. The easiest way to do this is to wet a wash cloth, ring it out really well, and put it in the microwave for 25-30 seconds. Lay it on the skin over the bulging vein until it becomes cool. Do this several times a day.

Pressure from exercise, shoe or sock, or even standing on feet for extended period can cause bulging veins.

You should consult your primary care physician regarding the swelling because that may be related to something systemic.

As mentioned before try warm compresses and baby aspirin for a few days if no improvement is seen then you should see a primary doctor and see if a vascular specialist that specializes in varicose veins or phlebitis is needed. Probably just irritated from shoes or a contusion. 18 is usually too young for these conditions.
