I've had an ingrown nail and I lifted it and cut out a bit of the ingrown part. I've been doing epsome salt soaks and putting peroxide on after then washing that off and putting on neosporen. The area where the nail is gone now has this bubble from the side of the skin that is filled with blood. Today I did something dumb and stuck it with a skewer it began to pour blood and I stuck my foot in the hot water let it bleed then put in cold water stop bleeding and I bandaged it swollen/ hurts now.

Ingrown toenail that may have become something worse
Many times ingrown toenails have a blood/pus blister attached. The blood is a candy store for bacteria, so I would soak with warm salt water twice daily for an hour. After soaking, dry the skin, and apply topical antibiotic and bandaid. Make the first available appt with a podiatrist to check it out. Dr Rich Blake
As long as you don't have any other illnesses that would slow down your wound healing, making you more prone to infection, just keep it clean, and should heal just fine. This obviously bothers you enough where you resorted to self care. Go to a podiatrist and s/he can remove that side of the nail permanently.
Excess granulation tissue, which is the body's attempt to heal itself, and is really an overgrowth of blood vessel tissue is probably what you are dealing with now. If it is not already infected, it will get that way eventually. Even if you do nothing to it to cause the problem, an infection in this area is very common. You really need to see a Podiatrist for this.
