Why does water color chane into yellow color?

Hi, My brother is 8 years old. When he keep hands in water for some time the water is becoming in yellow color. And some time he takes water from pure it or water filter it will come in yellow color with dirty smell. We are observing and we are giving clean glass and pure it also clean but its coming still like this. Please let me know the problem he has. We are getting tension. Please help me, is there any health issues or something went wrong.
