Cervix lumps
Your OB-Gyn specialist needs to look and see if the cervical lumps are causing the heavy periods and treat the condition.
I'm assuming you must have a speculum and mirror if what you are actually seeing is your cervix. The cervix is located at the posterior area of the vaginal vault, leading to your uterus. If indeed you are seeing your cervix, I agree with my colleagues who have stated that these may be benign (not dangerous) cysts (Nabothian cysts). I recommend that you see a licensed physician/gynecologist if you have concerns. On a positive note, the likelihood of a malignant (bad) cervical disorder is less likely at your age. Your physician can also discuss the issue of your heavy periods with you.
It sounds like you have nabothian cysts, which see normal. They tend to come and go. They are benign. However if you have never been evaluated by a physician, I would recommend an evaluation to rule our other possible causes.
Considering your age it is unlikely that there are any lesions that can be malignant, but a thorough evaluation is recommended.

I am not sure how you can see your cervix other than with a speculum and a mirror. If you see bumps on the cervix, most of the time it is from something called Nabothian Cysts. These are benign clogged glands on the cervix. These can come and go but they are certainly harmless. Make an appointment with your gynecologist to make sure this is the case. These shouldn't affect your period in any way
