If the child has been appropriately diagnosed by an ophthalmologist and the use is limited to a week or two so It should be safe. Generally I would not use such a strong steroid unless the conjunctivitis was a particularly nasty case with extreme swelling and discomfort since most cases of viral conjunctivitis are self limited with no sequelae.
