This could be nerve related. If there is associated neck pain with motion and radiation to the arm or hand with weakness this is likely. If this is the shoulder only, you could have rotator cuff tendinitis, rotator cuff tear or shoulder arthritis or with diabetes a "frozen shoulder" (stiffness, limited motion and pain without other symptoms). You should see an Orthopaedist for evaluation and Xray first.
