Because of where you say it is I am going to assume that it is tissue that has been irritated from an ingrown toenail. The tissue gets big and red the more irritated it gets. This is known as granuloma tissue and even if you managed to get it off, it would come right back since the cause would still the there--the ingrown portion of the toenail. It would be best to have your doctor take care of it.

Sounds like a granuloma secondary to an ingrown nail.
It sounds like you have a ingrown toenail with possible granuloma surrounding the tissue which may or may not be infected. You should make an appointment with a local podiatrist who can treat you properly with a temporary/permanent treatment with proper diagnosis. If you try to pick at it, it will only get worse.
That lump is also called "proud flesh" and is a local infection caused by your ingrown toenail. It is very vascular and tender. I advise you to make an appointment with your local podiatrist to have the toenail problem and infection treated. This is not a DYI project.
Probably a pyogenic granuloma. Seek treatment by your local podiatrist as you will likely fail if you attempt to self manage.
